    Why didn’t the original EIS “daylight” these pollution issues prior to the development of these gas & oil fields? It appears that they are learning as they go & the original EIS is not worth the paper it was written on. Or maybe those responsible for preparing the first EIS did not “daylight” the effects because the project would not have been approved if all the facts were known.
